Grandmaster Kim has been officially appointed by Kukkiwon and the Government of the Republic of Korea since 2014 to carry out the global mission of spreading Taekwondo.
Beginning in Tajikistan, and continuing through Russia to his current post in Uganda, he has shared the spirit and techniques of Taekwondo with youth, soldiers, and university students—leaving a lasting, positive impact on their lives.

Overview of Kukkiwon Government-Dispatched Master Program
The Kukkiwon Government-Dispatched Master Program was established to promote Taekwondo around the world and to share Korean culture and values.
Masters are officially appointed by Kukkiwon and take on various roles in their assigned countries, including instruction, demonstrations, and officiating at competitions.
Activities in Tajikistan
In October 2014, Grandmaster Kim was appointed as a Kukkiwon government-dispatched master and sent to Dushanbe, the capital of Tajikistan.
From his base in Dushanbe, he carried out Taekwondo instruction and technical exchange activities across multiple regions, including Khorugh, Gulob, Qurghonteppa, Hisor, and Khujand.

Grandmaster Kim Kwangjoo is currently serving in Uganda as a Kukkiwon government-dispatched master, dedicating his efforts to character and leadership education through Taekwondo.
Three Weeks of Taekwondo in Omsk, Russia
During his stay in Omsk, Russia, Grandmaster Kim personally led classes and provided instruction at two local Taekwondo clubs.
He also participated in a Taekwondo Poomsae competition hosted with the support of the Consulate General of the Republic of Korea in Irkutsk and attended by the Consul General, contributing to the development of Taekwondo and cultural exchange in the region.

🎖 What Is a Dispatch Master?
A government-dispatched master is a Taekwondo instructor officially appointed and sent abroad through an agreement between Kukkiwon and the Government of the Republic of Korea to promote Taekwondo and Korean culture worldwide.
These masters serve as Taekwondo ambassadors in their assigned countries by leading training programs, developing instructors, overseeing promotion tests and competitions, and engaging in cultural exchange. They represent Korea in an official capacity, fulfilling a public mission on behalf of the nation.
Roles of a Dispatch Taekwondo Master
Lead Taekwondo instruction and structured training programs overseas
Train military personnel, university students, and local youth systematically
Develop instructors and improve Poomsae and Sparring performance
Organize Kukkiwon Dan promotion tests
Expand Taekwondo through competitions and refereeing
Build networks with local Taekwondo groups, schools, and government bodies
Act as a cultural ambassador, promoting Korean culture and Taekwondo philosophy

Standing Again as a Kukkiwon Government-Dispatched Master
It was December 2014, a snowy winter day.
We boarded the plane once again, bound for Tajikistan.
“Taekwondo was never just my profession — it was the path I was meant to walk.”
For 17 years, I had taught Taekwondo in Tajikistan, never imagining I would return.
I had poured my youth and passion into that land.
Then one day, I received an unexpected proposal — to become a government-dispatched master.
At first, I turned away.
The memories of that place were still vivid, still raw.
But the words “to spread Taekwondo in the name of the nation” stirred something deep within me.
I took the evaluation, and I passed.
But then reality struck again —This time, I would not be going alone. I had to go with my daughter.
She had been adjusting to life in Korea, pursuing her own dreams.
I waited, not wanting to interrupt her journey.
And then, she quietly made her decision.
“Dad, let’s go together.”
With that one sentence, I let go of my fears — and returned to Tajikistan.
After the first year, visa issues forced me to cross borders just to continue training.
The conditions on the ground were still difficult. But I did not waver.
Because Taekwondo is not just about technique — it is a way of building people.
Because a master is not merely a teacher of movements — but a guide who shows how to live.
Even today, I stand firm on that calling.
